Workshop
on Food Security Assessment under Climate Change
The Technical Cooperation between ESCAP and the Government of Japan,
entitled "Forecasting Food Security under El Nino in Asia and the
Pacific" being implemented by CAPSA (Centre for Alleviation of
Poverty through Secondary Crops’ Development in Asia and the Pacific),
conducted a workshop in Hanoi, Viet Nam on 14 - 15 July 2010. The
participating countries of this project are Indonesia, Malaysia and Viet
Nam.
The theme of workshop, “Food Security Assessment under Climate
Change”, convened at the Soil and Fertilizers Research Institute,
Ministry of Agriculture of Viet Nam was well attended by policymakers,
senior researchers, academia and representative from an international
organization; in all from 12 countries namely; Indonesia, Malaysia, Viet
Nam, Thailand, Philippine, Lao People’s Democratic Republic, Myanmar,
Cambodia, India, P.R. China, Republic of Korea and Japan.
The welcome remark was presented by Dr. Tran Duc Toan, the Vice Director
of Soils and Fertilizer Research Institute of Vietnam. Dr. Amitava
Mukherjee, Officer-in-Charge of CAPSA, presented the highlights of the
project’s background, the workshop and the role of CAPSA. The workshop
was then officially opened by Dr. Nguyen Van Tuat, the Vice President of
Vietnamese Academy of Agricultural Sciences (VAAS). Following the
opening, the consultants from the participating countries; Indonesia,
Malaysia and Viet Nam presented their respective papers covering their
findings, followed by country discussions participated by all present.
Dr. N. H. Rao, representative from India also contributed by presenting
a comprehensive studies and experiences.
As a preliminary outcome of the workshop, it was concluded that based on
participating countries’ presentation, the final report should focus on
the objective of studies outlining their purposes. It is also therefore
expected that the final report will include recommendations including
mentions of the related agencies that need to pursue or be responsible
in the planning and implementation. This would facilitate policymakers
to review the connectivity between plan and implementation so as to
ensure successful results. The workshop was concluded on Thursday 15
July 2010. All participants expressed their appreciations for being able
to participate in this important workshop and look forward to future
collaborations.
On 16 July, a wrap up meeting among the participating countries;
Indonesia, Malaysia and Viet Nam was held. The objective of this meeting
is to recap consolidation of the studies to be formatted into final
report. It was agreed that the submission of the draft final report is
mid-August 2010.
The participating countries expressed their willingness to continue
working with CAPSA in the future and they regarded that the El-Nino
project is very useful in information sharing among CAPSA member
countries in SE Asia
